Planning permission to change the use of a childcare facility at the site that was formerly part of Santa Sabina Dominican College on Greenfield Road, Sutton has been refused in recent weeks by Fingal County Council.

Parsis Ltd sought to change and remove the childcare facility from planning permission originally granted to the company for a childcare amenity (gfa 94.6 sq.m) within Block C2 and outdoor play area to a residents’ amenity space (GFA 94.6 sq.m) and associated external terrace area, and all associated works on the Dublin 13 site. St Dominic’s Convent Santa Sabina, located to the east of the application site, is a protected structure (RPS No. 0794).

The revised application was submitted to Fingal County Council on December 1 last. While there were no alterations to the footprint of the building, or to the permitted fenestration and access to the unit, the council decided to refuse permission in recent weeks.

Deputy Cian O’Callaghan

Deputy Cian O’Callaghan (SD) for Dublin Bay North welcomed the decision, stating:

“It is good to see that Fingal have refused planning permission for the removal of the childcare facility from the apartments beside Santa Sabina.

“In their decision, the council refused permission on the grounds that it would ‘Exasperate the current demand being placed upon existing childcare facilities within the immediate vicinity of the subject site.’

“It is really important that developers cannot get around their obligations to provide childcare facilities. When childcare is promised, it must be delivered,” concluded Deputy O’Callaghan.

St Dominic’s Convent Santa Sabina, located to the east of the application site, is, a protected structure (RPS No. 0794).
